In my study, I review the municipality’s autonomy regulation of the act XXI of 1886, the specificities within the organization of the legislative authorities that especially promoted the centralization ideas of the government, the positions formed on the self-governance powers of municipalities, contrasting the different opinions with each other. From a dogmatic point of view, I examined and analyzed the relationship between the governement and municipalities and what reform proposals were formulated. Based on this, I processed the studies of the authors dealing with public administration and public administration history concerning this subject area. I formulated the question as to what extent the opposition between the government and municipalities left its mark on the centralization efforts of the government, and whether the municipalities were able to counterbalance these efforts, and if so, what tools were available to them. | |
